:

The word “recyclable” on cold chain packaging has become almost meaningless through misuse. Products described as recyclable may require specialist facilities that serve less than 5% of the Australian population. Materials described as compostable may only break down in industrial composting environments that few councils provide access to. The gap between marketing claims and practical end-of-life outcomes has never been wider — and the ACCC is paying attention.

For businesses selecting cold chain packaging on sustainability grounds, understanding the practical meaning of recyclability claims is not optional. It is due diligence.

The Recyclability Hierarchy

Not all recyclability is equal. The most practically meaningful distinction is between kerbside recyclability — material that can be placed in the yellow-lidded bin and processed by mainstream council collection and sorting infrastructure — and technically recyclable material that requires separate collection, specialist drop-off, or industrial processing facilities.

Kerbside Recyclable

In Australian capital cities, kerbside programs typically accept:

  • Paper and cardboard (clean, dry)
  • Glass containers
  • Aluminium and steel cans
  • Rigid plastic containers (types 1, 2, 5 in most jurisdictions)

Flexible plastics, multi-material laminates, expanded polystyrene, and most foil-lined materials are not accepted in kerbside programs in Australia. When a cold chain product is described as “kerbside recyclable” but contains any of these materials, the claim is at best misleading and at worst a false environmental representation under ACCC guidelines.

Drop-Off Recyclable

Some materials — REDcycle soft plastics (prior to the 2022 program collapse), specialist foam recyclers, TerraCycle streams — offer recyclability through dedicated drop-off points. These are legitimate recycling pathways but require deliberate consumer action that most customers will not take. Recovery rates for drop-off programs typically sit below 15% of units in circulation.

Industrially Compostable

Packaging certified to AS4736 (industrial compostability) will biodegrade in commercial composting facilities at 55–60°C. However, only a small minority of Australian councils provide access to industrial composting streams. Unless your customers are in areas with active food organics collection programs, industrially compostable packaging will largely end up in general waste where it may not decompose meaningfully for decades.

Common Cold Chain Materials and Their Real Recyclability

Expanded Polystyrene (EPS)

EPS is technically recyclable — it can be densified and reprocessed into new products — but it is not accepted in any Australian kerbside program. Dedicated EPS drop-off points exist in some metropolitan areas but are not widely accessible. The practical end-of-life outcome for most EPS cold chain packaging in Australia is landfill.

Furthermore, EPS is fragile — it breaks into beads during handling and transport, creating persistent microplastic pollution that is difficult to clean up and toxic to marine life. Australia has seen coastal cleanups dominated by EPS beads from packaging waste, driving growing council-level bans on EPS packaging.

MPET / Foil Bubble Liners

Metallised polyethylene terephthalate (MPET) bubble liners — the silver foil-and-bubble-wrap inserts common in cold chain packaging — are a multi-material laminate that cannot be recycled through any standard Australian program. The MPET film and the polyethylene bubble layer are bonded in a way that makes material separation impractical at commercial scale.

Some suppliers describe these as “recyclable” because polyethylene is technically recyclable. This claim requires context: the material as presented — a laminated composite — is not recyclable through any accessible program. The claim is technically defensible but practically misleading under the ACCC’s 2023 environmental marketing guidelines.

Paper Pulp Insulated Mailers

Recycled paper pulp insulated mailers — such as the Ecosafe range — are genuinely kerbside recyclable through the paper and cardboard stream. The insulation is cellulose fibre, and the liner structure avoids multi-material bonding that prevents separation.

These are the most practically recyclable insulated mailer format currently available in the Australian market. The trade-off is thermal performance: paper pulp insulation has higher thermal conductivity than EPS or MPET alternatives, meaning thicker walls or more gel pack mass may be required for equivalent hold times. For transit times under 6–8 hours in mild-to-moderate ambient conditions, performance is adequate for 2–8°C chilled products.

Wool Liners

Wool-based cold chain liners are biodegradable — wool fibres break down in landfill over months rather than centuries. However, “biodegradable” and “recyclable” are different credentials. Wool liners contaminated with gel pack residue or food product cannot enter composting streams. Their end-of-life is effectively landfill, where biodegradation is extremely slow due to anaerobic conditions.

Wool has genuine lifecycle benefits — it is a renewable, naturally occurring material with lower embodied carbon than synthetic alternatives — but the biodegradability claim requires context that most product marketing does not provide.

Dry Chill TempGuard Recyclable Liners

The Dry Chill TempGuard Eco-Safe liner range uses a non-wool construction specifically designed to be kerbside recyclable. Unlike MPET laminates, the TempGuard construction avoids bonded multi-material layers that prevent recycling. This positions it as a practical sustainability upgrade for businesses currently using MPET liners who need genuine recyclability credentials rather than theoretical ones.

The Gel Pack Problem

Insulation is only part of the packaging system. The gel pack component of most cold chain shipments presents a separate and largely unresolved recyclability challenge.

Standard disposable gel packs consist of a plastic film pouch containing sodium polyacrylate or similar hydrogel. Neither component is kerbside recyclable. The gel absorbs water and is classified as a contaminant in most recycling streams. The plastic film may be accepted through REDcycle-type programs but only after the gel is fully drained — a step that few consumers take.

Two-ply food and medical grade dry ice packs use more readily separable materials, improving end-of-life manageability. However, the most meaningful sustainability upgrade for gel pack-intensive operations remains the shift to reusable gel packs in closed-loop supply chains, where the recyclability question is deferred by the asset reuse cycle.

ACCC Guidance on Environmental Claims

The ACCC’s 2023 “Sustainability Claims” guidance makes clear that businesses making environmental marketing claims must be able to substantiate them with evidence. Specific requirements relevant to cold chain packaging include:

  • Accuracy: Claims must be factually accurate and not misleading. Describing MPET laminate as “recyclable” without disclosing that no standard recycling facility accepts it is likely to be misleading.
  • Specificity: Vague claims like “eco-friendly” or “sustainable” are presumptively problematic unless they are specific and substantiated.
  • Context: Claims must be understood in the context in which they are made. “Made from recycled materials” does not mean the product itself is recyclable.
  • Qualification: Conditional recyclability claims (e.g., “recyclable where facilities exist”) must prominently disclose the conditions rather than burying them in fine print.

Businesses procuring cold chain packaging for resale or use in their own supply chains should apply the same scrutiny to supplier claims that the ACCC applies to their own marketing. If a packaging supplier cannot provide documentation of the material composition and recycling pathway, the claimed credential should not be incorporated into your own marketing.

Asking the Right Questions of Your Packaging Supplier

When evaluating cold chain packaging on recyclability credentials, the questions to ask include:

  • What is the material composition, including all layers and adhesives?
  • Is this accepted in Australian kerbside programs? If yes, in which states/councils specifically?
  • If drop-off recycling, what is the network coverage and expected recovery rate?
  • What third-party certification supports the recyclability claim (APCO, AS/NZS standards, ARL)?
  • Has the claim been verified by an independent body or only self-assessed?

The Australian Recycling Label (ARL) program, administered by APCO, provides a standardised on-pack guide to recyclability by material component. Products carrying the ARL have been assessed against the program’s criteria and provide consumers with accurate guidance. Look for ARL accreditation rather than unverified recyclability claims.

Building a Defensible Sustainability Position

For businesses that need to communicate packaging sustainability to customers, investors, or ESG reporting frameworks, a defensible position requires:

  • Documented material composition for all packaging components
  • Verified end-of-life pathway for each material
  • Quantified recyclability rate (the percentage of packaging that actually enters a recycling stream)
  • Roadmap for improvement where current performance does not meet targets
